internet explorer "helps" the user by just reproducing the cached data if one makes the same http request.
this is very unhelpful for the departure requests.
so can we create a garbage parameter for all the methods,
so i can set it to the current time (in ms) thus making all the url's unique??

There is no need for them to add a "garbage" parameter--all you need to do is add your own dummy parameter and CUMTD will ignore it. For example, I use the parameter "junk" and append the current timestamp. This forces a new request.
